Preheat oven to 350 degrees F.
In a small bowl, combine flax and water. Set aside.
In a large bowl, mix oats, brown sugar, flour, chia, cinnamon, baking soda, baking powder, and salt.
Stir the flax and water mixture so it's about the consistency of egg whites. Add oil, vanilla, and flax mixture to the oat mixture. Mix well. Works best using your hands.
Add peppermint candy and combine.
Form golf-ball-sized balls and place on a silicone- or parchment-lined cookie sheets.
Bake 13 minutes and let cool before removing and transferring to a cooling rack.
